My sister is at Near East university in Kyrenia and I've got a holiday villa in Pernera Protaras. Does she need another visa to come to the villa?

Visas for Cyprus

You don't mention your sister's nationality which determines whether or not she needs a visa to enter the REPUBLIC of Cyprus ie. south of the occupied northern part of Cyprus.

See my visa page for details. If her home country does not require a visa then all she needs to do is cross the border to enter the Republic and show her passport.
