Can seven eighteen year olds stay in a villa in Cyprus or does at least one of them have to be twenty-one?

It depends on the villa company or who you are hiring from if the villa is a private let.

Most villa companies require the person booking the trip to be at least 18 years of age but I''m not sure how many ask for the full details of every individual.

For private lets, some owners specify that they do not want people under a certain age renting their properties - I guess they don't want wild parties that a) may trash their property and b) upset their neighbours, bearing in mind that most privately owned places are on complexes where other residents have their permanent home.

Just check with the relevant villa company or the owner before you book.
