We don't have council tax here but you have to pay for refuse collection and a small annual municipality tax - depends on where you live but it's between €150-200 per year per household. This may or may not be included in your rent bill - ask the landlord.
Bills for fuel and water are on top of your rent costs as they would be if you rent anywhere else in the world.

Hi Planning a budget is difficult when you don't know what bills you will encounter. Would I have to pay council tax and energy bills when renting a room or small apartment for £300.00 month, or would this include all bills?

$300 is around €210 euros at current exchange rates and the only thing you will get for that price is a studio flat (one bedroom, one other room sometimes all in one larger room together).
Average monthly rentals in the popular towns like Paphos are more like €250 per month for 1-2 bedroom apartments. Just go to the town you want to live in and hunt around for best deals in the local property agents or ask at restaurants as owners often have accommodation or know someone who does.
You could also try sharing with someone else, but sharing with a complete stranger could be challenging.
